Community Questions about CLDP

Love Your Place – Karamea & Little Wanganui was a community hui held on Saturday 12th, August 2017.

During the meeting Dyan Hansen, Clive Hellyar and Paul Murray gave an overview of the Community-Led Development Programme (CLDP) and space was given for attendees to ask questions regarding the CLDP partnership.

Community Led Development Programme (CLDP or "the programme") Questions: "Love Your Place" Community Hui held 12th August 2017 @Last Resort:

1. How much funding will come to Karamea?
In the first year of the programme, there is $1M available to the first five CLDP partnering communities. There had been some internal dialogue around how this might be available on an equitable basis to those communities and at the time, discussions were taking place that included dividing the fund dollars equally across the partners and how this might work. Concerns were raised around the unique needs of each partnering community and the different pace that each community is working at. The conversation has since included the General Manager of Community Operations- Internal Affairs, and the Minister of the Community & Voluntary Sector, Hon. Alfred Ngaro, which took it right back to the original intention of the partnership programme, pre-rollout, and the funding that comes with it. In conclusion, "Equitable access" means allocating funding on an "as needed" basis. There are no set funding rounds or specified opening/closing dates for requests, and requests won't be compared against each other. Requests for investment are treated on their own merits and how strongly they align to the request for partnership, the community's vision/local action plans and contribute to long-term sustainability.

From Internal Affairs Operation Policy – CLDP Funding Investment
Requests for CLDP funding investment will be approved where they align with the community's collective vision and are in support of community development activity; local capacity and capability building and enabling activities including monitoring and evaluation, and local community initiatives which will progress the achievement of the collective vision.

Requests for funding investment in support of significant capital/hard infrastructure, such as the purchase of land and the purchase or construction of buildings will be considered a lower priority for CLDP funding investment. Clear demonstration of need and community benefit, aligned to the fulfilment of the community vision and long term sustainability of this, will be essential for any capital investment, as well as a plan for ongoing maintenance and sustained operation.

Funding investment exclusions (standard across all of the Department's funding schemes):

  • duplicating existing services, unless there is a good reason for both services to exist
  • retrospective projects or parts of projects that have been completed
  • reimbursement for past transactions and completed work
  • where there is evidence of a conflict of interest, which in the opinion of the decision makers, has not been disclosed or managed satisfactorily
  • debt repayment or debt servicing
  • alcohol and other similar substances, eg, kava
  • purposes which are party political in nature
  • fundraising where the purpose is to distribute money to individuals.

A co-investment funding approach is encouraged where the opportunity is available through other funders and agencies. This also includes in-kind contributions.

The CLDP panel made their first investment allocations on 24th August. The second wave of CLDP partners will be decided in November.

2. Is the CLDP exposed to change if there is a change in government after the next election?
Megan responded at the hui on behalf of Inspiring Communities and the conversations they have had with some political parties – please note that those conversations were aligned to IC's "A Community-led Election Manifesto 2017" and weren't about the Department's Community-Led Development Programme. Whilst there is a high-level formal process that Internal Affairs is required to go through each year to secure Crown funds for public distribution, there is no likelihood that the CLDP will cease in the foreseeable future. Worst case scenario if this did happen, partnerships that are signed off would continue for the duration of their agreed term.

In terms of changes to the CLDP, change will come through a process of continuous learning through monitoring and evaluation mechanisms – improvements will be made to the programme as a result of what the Department learns about its own processes and what we learn along the way in partnership with CLDP partnering communities.

3. Can DIA help with the whole West Coast would benefit from a connecting road i.e. Tadmore to Karamea / Karamea to Tapawera?
There are no Internal Affairs funding schemes, including the CLDP, that allow for investment in major civil construction projects, which includes roading. It is our understanding that BECA was engaged through Buller District Council as a co-funded initiative between BDC, MBIE and NZTA, to produce a strategic business case on the Northern Link Road and that the report has since been released.

4. Can DIA help with funding for feasibility studies for some of the Karamea regions ideas?
Without any further information on hand about the types of projects that may need a feasibility study to enable them to move ahead, the answer is limited to the following, for now:

  • Internal Affairs manages a number of other funding schemes, including Lottery Grants Board funding. Both Lottery Environment & Heritage and Lottery Community Facilities fund, for example, will fund feasibility studies for projects that align with the purpose and criteria of each of these committees. Depending on what the need is, the CLDP may be able to invest in a feasibility study if it meets the criteria as outlined above in Q#1.

5. Can Government Veto / Turn down Karamea's requests / priorities now that we are partnering?
Assuming that "Government" means Internal Affairs please refer to Q#1 above.

6. What does the community need to keep its eye on to make sure things are community-led?

This question was posed at the meeting. Responses recorded and summarised as:

  • Communication - regular process for feedback / come together to check out, review and reflect / communication – what and how
  • Decision-making - clarity of how decisions are made / participation in decision-making / nothing about us without us / robust and transparent /
  • Community governance group - what will this look like / terms of reference / clear accountability on how the money will be spent / accountability back to the rest of the community / transparency
  • Inclusiveness - Reaching those in communities who don't come to meetings / engagement with wide range of locals / engage, involve, and empower young people
  • Conflict - manage and resolve conflicts / clear conflict resolution process at the start / having principles for working together
  • Participation, growing local leadership – get in behind volunteers, people who put their hand up / what needs doing first and who needs it the most - how to fairly prioritise projects – clear criteria
